Lifting weights are usually done for strengthening and forming the muscles. Therefore, there is no point in waiting to reinforce to start lifting. The approach should be completely opposite. Most women avoid weight training due to fear of getting too severe, masculine arm muscles. However, you should know that, if your hands are not strong enough, exercises for other parts of the body are not going to be done good enough. And the final result will be less good.
